Government Unveils Central Waqf Portal to Enhance Transparency and Accountability in Waqf Property Management

The Ministry of Minority Affairs (MoMA) has launched a groundbreaking initiative with the development of the Central Waqf Portal, a transformative digital platform aimed at modernizing the management of Waqf properties across India. The initiative, hailed by Waqf Board representatives, was the focus of a two-day national training workshop held in Delhi from May 26 to May 27, 2025, where officials and IT teams received hands-on training on the portal’s features.

The workshop, chaired by Dr. Chandra Shekhar Kumar, Secretary of the Ministry of Minority Affairs, witnessed participation from 141 officials representing various State and Union Territory Waqf Boards. The portal, developed under the Waqf (Amendment) Act, 2025, is designed to serve as a centralized repository of Waqf property records across India. Its advanced three-tier verification system—comprising a Maker-Checker-Approver mechanism—is expected to drastically reduce discrepancies and enhance transparency in property registration and monitoring.

Under this framework, the Mutawalli (caretaker) acts as the Maker, entering property details into the portal. The Waqf Board official serves as the Checker, verifying the information for accuracy. Finally, a designated government authority functions as the Approver, ensuring full verification before the records are finalized. This structured process is set to bring unprecedented efficiency and accountability to Waqf property management.

Participants at the training workshop expressed enthusiasm for the interactive and practical sessions, which provided a real-time demonstration of the portal’s functionalities. The Ministry has reaffirmed its commitment to continuous capacity-building and training programs, ensuring that Waqf Board personnel across states are equipped with the necessary digital skills to effectively use the platform.

The launch of the Central Waqf Portal marks a pivotal step in modernizing Waqf governance and aligns with the Ministry’s broader vision of leveraging technology for transparency and accountability. By establishing a secure and centralized system, the government aims to protect and optimize the management of Waqf properties, ensuring their proper utilization for community welfare.
