PM Launches Rs 7,000 Crore Development Projects in Champaran, Reframes Bihar as Eastern Growth Engine

Prime Minister Narendra Modi has announced the launch and foundation laying of over Rs 7,000 crore worth of development projects in Motihari, Bihar, aimed at redefining the region as a hub of Eastern India’s resurgence. Addressing a gathering that included Chief Minister Nitish Kumar and senior NDA leaders, Modi reiterated the Centre’s commitment to elevating Bihar’s infrastructure, housing, agriculture, employment and cultural connectivity.

Modi declared that Champaran, with its historical ties to Mahatma Gandhi’s freedom movement, will now inspire a new era of industrial and social renewal. He contrasted NDA’s ten-year record of financial support with the UPA’s prior allocation of roughly Rs 2 trillion over a decade, stating that past governments punished Bihar while his administration has empowered it. He highlighted that nearly Rs 3.5 trillion has already been transferred directly to Indian farmers under PM-Kisan, including Rs 1,500 crore to over five lakh farmers in Motihari alone.

Modi spotlighted housing achievements under the Pradhan Mantri Awas Yojana, asserting that 60 lakh pucca homes have been built for the poor in Bihar—more than the populations of several small countries—with 3 lakh constructed in Motihari district alone and 12,000 families moving into homes this month. The scheme has also directly credited over 40,000 poor families with financial assistance in Champaran, with Dalit, Mahadalit and backward communities forming a majority of beneficiaries.

Citing women’s empowerment as a central achievement, Modi noted the rapid rise of “Lakhpati Didis”—rural women earning over Rs 100,000 annually—through Jan Dhan-linked self-help groups. He reported that 3.5 crore accounts had been opened for women in Bihar, enabling direct benefit transfers from NDA and state programs. Over Rs 1,000 crore has recently been disbursed to 24,000 self-help groups, with 80,000 Lakhpati Didis emerging from Champaran alone.

The Prime Minister announced a Rs 400 crore Community Investment Fund for women-led initiatives and praised the Jeevika Didi program spearheaded by Nitish Kumar for transforming economic participation of women across the state. He confirmed that the Central Government will invest Rs 1 trillion in a new employment-linked wage incentive program that offers Rs 15,000 to each youth entering formal employment, beginning 1 August. MUDRA loans were cited as another tool for self-employment, with 60,000 youth in Champaran already receiving support.

On infrastructure, Modi unveiled plans for railway upgrades, new tracks and a direct Amrit Bharat Express from Motihari to Delhi. He detailed the redevelopment of Motihari station and rail line doubling on the Darbhanga-Narkatiaganj section. Modi also referenced the Sitamarhi-Ayodhya rail project which will facilitate spiritual tourism and cultural linkage through the Ram-Janaki Path.

The Prime Minister reaffirmed his administration’s firm stance against Maoist violence, stating that Naxalism in Bihar is in terminal decline due to strong action from the NDA. He praised the transformation of Champaran, Aurangabad, Gaya and Jamui, previously affected districts, into zones of aspiration. He cited Operation Sindoor’s success as a testament to India’s resolve in neutralizing internal threats.

Modi emphasized agricultural diversification and commercialization, announcing the creation of a Makhana Board and export-focused support for products such as banana, litchi, Katarni rice, Zardalu mango, and Magahi paan. He launched the Pradhan Mantri Dhan-Dhanya Krishi Yojana, targeting 100 agriculturally underperforming districts for focused investment and productivity enhancement. Bihar is expected to see widespread impact with 1.75 crore farmers benefiting nationwide.

The Prime Minister closed with a call to action, urging citizens to recommit to building a “Naya Bihar” and return the NDA government to power. The launch event concluded with high-energy slogans and Modi reiterating that Eastern India is poised to reclaim its historical significance through strategic investments, cultural pride and inclusive economic progress.
