DoT Launches Demand Survey for Direct Spectrum Allocation to Private 5G Networks

The Department of Telecommunications has launched a new demand survey module on the Saral Sanchar portal to identify suitable frequency bands for the direct assignment of spectrum to enterprises establishing Captive Non-Public Networks. These CNPNs—private 4G or 5G networks set up by enterprises—are designed to offer secure, ultra-reliable, low-latency connectivity tailored to specific operational needs.

The survey aims to gather market interest in the use of alternate frequency bands, following observations that the initially proposed CNPN bands lacked adequate device ecosystems. The department noted that 5G technology has matured, and ecosystem readiness now largely exists within IMT bands, prompting a reassessment of viable options for direct spectrum allotment.

As part of the process, enterprises with a net worth exceeding ₹100 crore and system integrators interested in building CNPNs using spectrum directly obtained from the DoT are invited to submit responses. The demand survey period runs from 1 July to 31 July 2025. Submissions can be made via the Saral Sanchar portal at . The exercise is expected to inform future spectrum allocation strategy and improve operational efficiencies for enterprise networks across sectors.

The current move follows the DoT’s earlier issuance of CNPN guidelines on 27 June 2022, which permitted enterprises to operate private networks either via spectrum provided by Telecom Service Providers or through direct assignment from the government. The present demand collection exercise will help identify commercially viable frequency bands that align with ecosystem support and enterprise use cases.

An Office Memorandum detailing the exercise was released on 30 June and is available on the DoT website. The Ministry encouraged eligible stakeholders to take part and help shape the trajectory of India’s private wireless connectivity landscape.
