The 11th BRICS Parliamentary Forum, held in Brasilia, Brazil, on June 4-5, 2025, saw strong condemnation of the recent terrorist attack in Pahalgam, India, as member nations agreed to adopt a zero tolerance policy against terrorism. The Indian delegation, led by Lok Sabha Speaker Om Birla, played a key role in shaping the forum’s joint declaration, which emphasized collective action against terrorist financing, intelligence sharing, and judicial cooperation.
Birla, speaking on “BRICS Parliaments United for the Reform of the Multilateral Peace and Security Architecture,” stressed that global peace efforts must address terrorism head-on. He reiterated India’s firm stance on countering terrorism, in line with Prime Minister Narendra Modi’s policy of strong and befitting responses.
The parliaments of all 10 BRICS nations—India, Brazil, Russia, China, South Africa, Iran, the UAE, Egypt, Ethiopia, and Indonesia—actively participated in discussions, endorsing a joint effort to combat the misuse of emerging technologies by terror groups.
In recognition of India’s leadership, the forum entrusted India with hosting the 12th BRICS Parliamentary Forum, with Om Birla formally assuming the chairmanship for the next session.
India’s vision for responsible AI governance was also highlighted, with Birla presenting India’s balanced approach to AI regulation, combining ancient civilizational values with modern technological advancements.
The Indian delegation included senior parliamentary figures such as Deputy Chairman of Rajya Sabha Harivansh, MPs Surendra Singh Nagar, Vijay Baghel, Vivek Thakur, Dr. Shabari Byreddy, and Lok Sabha Secretary General Utpal Kumar Singh, alongside high-ranking officials from the Rajya Sabha Secretariat.
With India set to lead the next BRICS Parliamentary Forum, the country will play a pivotal role in strengthening parliamentary cooperation and advancing policies that support global security, democratic exchange, and economic stability.
