FAPAA Discusses Key Air Cargo Reforms at 52nd Executive Council Meeting in Kathmandu

Kathmandu, July 15: The 52nd Executive Council Meeting (ECM) and Annual General Meeting (AGM) of the Federation of Asia Pacific Air-cargo Associations (FAPAA) concluded in Kathmandu, Nepal, with industry leaders deliberating on critical issues shaping the future of the air cargo and freight forwarding sector across the Asia-Pacific region.

Hosted by the Nepal Freight Forwarders Association (NEFFA) from June 28 to 30, the two-day conference brought together 30 delegates representing nine of FAPAA’s 16 member countries and regions. The meeting served as an important platform for freight forwarding associations to exchange views on emerging industry trends, regulatory developments and operational challenges.

Addressing the gathering, NEFFA Chairman Rajendra Sangraula welcomed delegates, while FAPAA Chairman Dani Yahya presided over the Executive Council and Annual General Meeting.

A special address was delivered by Prakash Singh Karki, Member of Nepal’s House of Representatives and Chairman of NEFFA’s Advisory Committee, who shared insights into Nepal’s evolving logistics sector and highlighted opportunities for regional collaboration.

Among the key agenda items were discussions on the IATA Cargo Agency Programme and Cargo Accounts Settlement Systems (CASS), air cargo security, training and education, general cargo operations, and membership-related matters.

A major point of deliberation was the implementation of the IATA Direct Air Waybill changes, which came into effect on July 1, 2026. Delegates expressed strong concerns over Resolution CAC/53, stating that the proposed changes could significantly increase the liability of freight forwarders. Members stressed the need for wider consultation with stakeholders, particularly on issues related to insurance, liability and operational responsibilities, before the new framework is fully implemented.

FAPAA reiterated the importance of regional cooperation in addressing evolving challenges in the global logistics landscape and strengthening the voice of freight forwarders across Asia-Pacific markets.

  • Honorary Secretary: Krishnan Chelliah (Malaysia)
  • Honorary Treasurer: Gary Lau (Hong Kong)
  • Honorary Auditor: Suchart Wongwai (Thailand)

The annual meeting continues to serve as a key forum for promoting collaboration, knowledge sharing and policy dialogue among air cargo associations in the Asia-Pacific region.
